Leading in Regulatory Governance: Appointment of Task Force members

Criteria for Membership

The way Council is structured hasn’t changed much in 25 years, but what the public expects of health care regulators has. The best practices in how regulated health profession colleges should be governed have also changed.

The College’s Council set an ambitious goal for a Task Force of experts: to support the College in becoming a leader in regulatory governance. To achieve that goal the Council agreed that the College needed to bring together a strong, capable group of individuals. The following external members were sought:

  • a task force chair;
  • a member of the public with current or past experience in governance;
  • a respected nursing leader with board and governance experience; and
  • a respected regulatory leader of another (not nursing) regulated profession.

In addition, the members were to have:

  • a strong commitment to the public interest;
  • an understanding of governance from a variety of perspectives;
  • a relevant academic background coupled with a broad range of experience in both management and governance;
  • leadership ability;
  • an ability to identify innovative solutions to problems; and
  • the ability to work effectively and productively with others.

In addition to those listed below, Megan Sloan, 2016-2017 Council President, and Anne Coghlan, Executive Director and CEO, were members of the task force.

The task force’s external expert members were:

Chair: Evelyn Kerr, RN, BScN, MScN

Evelyn Kerr is the Director of Nursing Clinical Practice at The Ottawa Hospital (TOH) and has an extensive background in education, facilitation, mentoring, empowerment & coaching of novice to expert clinical nurses. She oversees policy development to enhance the practice for the 4,500 nurses (RPN and RNs) at TOH. She has over 30 years in nursing, with 14 years’ experience as an educator at the Ottawa University Heart Institute and has completed a Master in Nursing Science.

She is a leader and change agent in the field of clinical practice, and has coordinated and implemented multiple extensive corporate projects over 60 clinical units at TOH including the development of RN and RPN performance appraisal tools, Peer Advisory Program (for Healthy Work Place), standardization of documentation tools and the organization-wide implementation of nine Best Practice Guidelines.
Evelyn has conducted multiple research projects, including qualitative research for (focus groups and analysis) the TOH Model of Nursing Clinical Practice MoNCP©, RNAO Best Practice Guidelines Implementation (Nurses’ clinical decision-making using multiple Best Practice Guidelines), and the clinical nurse expert knowledge transfer and retention strategy (winner of the Health Human Resources award for Innovation by the Ministry of Health and Long-Term Care in 2008). She has developed a variety of evaluation tools to facilitate project implementation.

She is Co-Chair of the Corporate Nursing Clinical Practice Committee, profiled in a 2006 report by the Canadian Federation of Nurses Unions as a nurse retention strategy. Over her nursing career, she has published several articles and presented at both national and international conferences.

From June 2008 – May 2014 Evelyn was privileged to sit as an elected member on the Council at the College of Nurses of Ontario, and during this time was Vice President RN for two years and President from 2013–2014. She has a keen interest in governance and regulation.

More recently, she was the Interim Chief Nursing Executive and Senior Vice President of Nursing and Professional Practice at The Ottawa Hospital.

Nursing Leader: Ella Ferris

Ella Ferris recently retired from her position as Executive Vice President, Programs, Chief Nursing Executive and Chief Health Disciplines Executive of St. Michael’s Hospital where she was responsible for operational management of the Trauma/Neurosurgery, Mobility, Heart and Vascular, Critical Care, Specialized Complex Care, Cancer Services, and the Pharmacy Department. She was also accountable for Nursing and Health Disciplines professional practice, education and research

She is a Registered Nurse who holds an Executive MBA from the Richard Ivey Business School at Western University.

As a former health care executive, Ella has over 40 years of diversified experience in medical, surgical and critical care settings within an acute-care, academic health science centre. She was Program Director for both the Diabetes Comprehensive Care Program and the Heart and Vascular Program. She played a key leadership role during SARS as the Program Director for the SARS Unit.

In 2001, Ella was seconded to the Ministry of Health and Long-Term Care, Health Reform Implementation Team. This assignment provided experience in health systems planning and service integration.

In 2005, Ella received the Ontario Hospital Association R. Alan Hay Memorial Hospital Executive Award.

Regulatory leader: Robert G. W. Lapper

Robert Lapper, Q.C., joined The Law Society of Upper Canada as Chief Executive Officer on February 1, 2012. Prior to this, he was the Deputy Minister of Labour for the Province of British Columbia, a post he held since 2009. From 2007 to 2009, he served as the Deputy Cabinet Secretary and Associate Deputy Minister, Cabinet Operations and Intergovernmental Relations, in the Office of the Premier.

For seven years, beginning in 2001, Robert was the Assistant Deputy Attorney General, Legal Services Branch, for the Province of British Columbia. He oversaw a complete organizational and service transformation in the Legal Service Branch during his tenure there. He was honoured with a Queen’s Counsel appointment in December 2002.

After clerking with the British Columbia Supreme Court, he practised law as an associate and later partner in a firm in Sidney, British Columbia, for 10 years. During that time, his practice included a variety of areas. One — emerging aboriginal law issues — engaged his interest in particular. Robert joined the Province of British Columbia, in 1994, as a lawyer in the Legal Services Branch, Ministry of Attorney General, to focus on aboriginal law issues. His work included acting as one of the counsel to the Nisga’a Treaty negotiations, which concluded the first “modern” treaty in British Columbia. In 1998, he was appointed to head the Aboriginal Law Practice Group in the Legal Services Branch.

Robert has a passion for legal and justice issues and wide-ranging experience in legal policy and operations, and is a frequent speaker, lecturer and writer on public law, aboriginal law, commercial law and related issues. He also has a long history of volunteer engagements with community organizations.

Member of the public: Donald S. McCreesh

Don McCreesh is a corporate director, consultant and voluntary sector leader who had a 35-year career with five major international corporation, culminating in roles as a corporate officer and global head of the Human Resources functions at Nortel Networks, Canadian Imperial Bank of Commerce and Celestica.

Don has served for over 40 years as a board member with 12 charities and not-for-profit organizations (including two YMCAs, YMCA Canada, United Ways in Peel and Toronto and Career Edge) at the local, national and international levels.

As a national leader in the voluntary sector, he is a Past Chair of the Board of Imagine Canada. He was the founder and is current Chair of Imagine’s Standards Council, a Canada-wide initiative to establish standards of excellence and accreditation in the areas of governance, ethical fundraising, financial accountability, transparency, and HR management, for all charities and not for profits in Canada. He is Vice Chair of Camp Oochigeas (a charity providing camp experiences and social support to children suffering from cancer).

Don serves as Chair of Educators Financial Group (previously Ontario Teachers Group) and as a director of StarTech.com and Oakville Hydro. Past corporate roles include serving as Chair or Lead Director of two publicly traded corporations: Brainhunter Inc., and Rand Technology. He also serves on the Independent Review Committee of the Canadian Scholarship Trust Plan.

In his consulting practice, Don is a faculty member and director-in-residence at the Directors College and consults to the corporate and not-for-profit sectors, focusing on governance and organization issues and executive compensation.

A graduate of McMaster University (MBA and BA, Psychology), he is also certified as a Chartered Director by the Directors College and is a member of the Institute of Corporate Directors. At the Chartered Director graduation ceremony in 2006, Don was awarded the “Gilbert Bennett Gold Standard Award” as the top graduate of the Chartered Director Program.
